Bailey will use $688,505 to upgrade neighborhoodBy Laura KeeterDaily Time# Staff WriterBAILEY — Mildred Kent is glad the town has won a $688,505 Community Development Block Grant.“Whatever they do, fine,” Mrs.Kent said.She’s lived at the end of Reid Street — which is, in essence, adirt path with eight homes — for about 30 years. She’s lived with a frequently wet front yard, bad water and vacant homes on overgrown lots nearby.Her drinking water is better since the town laid a new line on the street.“It used to be yellow and smelled real bad, but it’s still terrible at times. It gets brown and realdark,” she said.The grant will fix up 22 homes on Vance and Reid streets, demolish six vacant homes, pay for water and sewer improvements and pave Reid Street.By summer 1999, the area will be completely refurbished.Bailey will match the grant with$40,000.The project should start in about 60 to 90 days, said Dale Holland, president of a Wilmington consulting firm which submitted the town’s application in September.In other improvements, the town’s main well is back in service, said Mike Acquesta, townengineer. Last week, filters were replaced in the well. A state grant paid the $6,000 bill.The well filtration is “removing iron just like it’s supposed to, so the water quality in Bailey has dramatically improved,” he said. Bailey has a constant problem with high levels of iron and manganese in the water.The $17,000 state grant will also pay for a new well to be drilled,
