Arthur Campbell Turner was once one of the .brilliant figures in the United States diplomatic service. Now he is a j lieutenant In the British fo crs fighting : •‘somewhere in France/' according to word that has just reached his friends In Washington, Mr. Turner had several diplomatic assignments and distinguished himself ip the service.
