Y.; Chas. Keys, 'Wayne Co., Ind. The last named deserted at Island No. 82, Mis-iaaippi river. The others before the regiment left the State.Company B—Jesse Holman, Muncie, Ind.; W. P. Stewart, Daleville, Ind.; Luther Helvia, Lo-ganaport, Ind.; Zurr Acord, Daleville, Ind.; Daniel Fletcher, Dufcnrille, Ind. Tbe firsthe minamed never left the State with the regiment. The others deliberately deserted from tbe transports on the Mississippi river.Company C—Daniel B. Williams, Winchester, Ind.; Clark Hobbs, Winchester; Calvin 8. Engle, Winchester; Jacob Bales, Winchester; Mah-Ion Lasly, Winchester; Thomas Abbott, Winchester. The last named deliberately deserted from the transports on the Mississippi river. The others never left the State with the regiment.Company J—John Frazer, Wayne county; George Floid, Randolph county; Henry C. Hunt, Brown county. All remained at home when the regiment left the State.Company E—Lieut. Francis French, Williamsburg; Thomas H. Cadwalader, Lynn; David Mann, Lynn; Dan'l Taylor, Williamsburg; Wm. F. Baldwin, the two Bales, Neal and Hodgins deliberately deserted from the transports on the Mississippi river. The last two deliberately deserted from the cars at Centralia, 111* Adams and Potter at Arkansas Post. Dunn at Memphis. Bsnnbtt.Oban Pbbbt, Adjutant.A. 1__[From the Indianapolis Journal of the 6th iflst.]DEFEATING REVOLUTION.The withdrawal from the House of Representatives of the minority oftbat body, with the avowed object of defeating the passage of Mtbe Military Bill,” and otherrevolutionary measures, has furnished the occasion for much violence of denunciation on tbe part of the supporters of that measure. It waa an act of grave responsibility, and deserves to be solemny considered. If they were wrong, they cannot escape the popular rebuke—but if right, they should be justified. Let the facts decide.Tbe Constitution of tbe State has made the Governor Commander-in-Chief of all its military forces, and has made it his duty to call them out when necessary to execute the laws, to suppress insurrection, or to repel invasion- A similar provision is found in the Constitutions of all the other States, and the Constitution of the United States coofers like powers snd duties upon the President. It excludes, necessarily, all idea of there being substituted, by any authority whatever, any other Com-mander-in Chief than the President in the one case, and the Governors of the States in all tbe others. It devolves upon these functionaries (.(one the responsibility and duty of seeing that the laws are executed, that insurrections are suppressed and invasions repelled. These responsibilities belong, exclusively, by our theory of government,
