111V 7ttUiU.Tbe tract of laoil upon winch the -old Penitentiary at Alton is built, and also a small tract lying south of Short street, were originally conveyed to the State by William iiussell, for prison purposes, andthe deed of conveyance contains a provision to the effect that the land should revert to him whenever the State should cease to use the tame for prison purposes.liy an act of the General Assembly of the State of Illinois, entitled, An act to io-cate and build an ad mionai Penitentiary, approved February 19, 1857. William .Me Murty, C. L. Iligbee and N. D. El wood, were appointed commissioners, and, among other things, by section 14, of said act they were empowered to mafce such oon-tract with the Uity of Alton, concerningthe title of prison grounds, as they might deem for the beat interests of the State, and also to sell and convey the ground upon which the old Penitentiary stands, o. The oity of Alton, thereupon, movedby the universal sentiment of the people favoring the removal of tbe prison from the city, purchased toe reversionary interest of said liusaell, in the Penitentiary grounds above described, and paid him$12,600 therefor. Thereupon, said Commissioners, acting for and on behalf of the Stale of Illinois, entered Into n written contract with the city of Alton, whereby, among other things, the city of Alton,for the consideration of one dohar, and theremoval of the prison from tbe city, conveyed to the Stale, by quit-oiaim deed, thereversionary interest aforesaid, which interest, as before staled, cost the city of Alton $12,600. -And for which property the State of Illinois, by a sale to other parties, realized the sum uf sixty thousand dollars.
