Acting Secretary of War Oliver has l»mued notice to the militia officers of the various suites and territories tilling how they may avail themselves of the bene fits conferred by recent leg* iaJation. At leant 25 i*er cent of the funds allotted by the general govern* meut for the use of the national guard must be expended for rifle practice. Title to all lands purchased with government funds for uae as rifle ranges must be vested absolutely In the Unit* ed 8tales, the states figuring merely as trustees. Where property is lost or destroyed through carelessness its cost will be deducted from the allow ance of the slate of the next year
