By ROBERT MEYERROME— (U.K) —After one year of operation in the Mediterranean theater, the Office of Foreign Liquidation Commissioner has helped European nations rebuild their shattered countries and has saved the American taxpayer money.Col. Daniel P. Caulkins, New York City, field commissioner for OFLC in the MTO, who feels his job is one of a public servant, said that the American taxpayer has benefited by OFLC sales because we have salvaged a sizable portion of our investment in this theater.Surplus property sales up to April 30, 1946, showed a recovery of 52 per cent of the declared cost to U. S. taxpayers, Caulkins said. Sales Net 100 Million Since April 5, 1945, the Army, Navy and Air Forces have declared surplus property valued at $401,385,931.04. Of this amount, material valued at $192,935,895.44 has been disposed of at a selling price of $100,738,942.42, for a recovery of 52 per cent declared cost to taxpayers, the first annual MTO report showed.However, Caulkins pointed out, this does not mean OFLC is selling at a marked discount.Consideration is made for the fact that a large part of the surpluses are ‘used’; some others are especially assigned for military requirements; but the selling price in general agrees with a reliableappraisal of the value of supplies when sold,” he said.OFLC completed 152 contracts by April 30 of this year.
