I there lias been a favorable change in the‘' condition of thj freedmen throughout the * State. Complaints of private outrages andt of injustice by the judicial tribunals are ! least fifty per cent, leas than during the same month of the last year. This change ; is undoubtedly due in part to a wholesome fear of military commissions, and in part to the new political status given the freed-men, making their good will more desirable. to their white neighbors. As a rule, the freednien are working throughout the State. Complaints of Jheir indolence andshiltlessness arc becoming rare. Employers are paying better wages and more promptly than last year, hut not a fullcompensation for the labor performed.The number of freednien aided by the Bureau during the past month was 2,887. Of this number 1,385 were in hospital. The decrease of the dependents from the preceding month is 517. The number of refugees receiving rations was 564, showing an incrcaso over the preceding month of 99. •Toe schools have been doing well. The whole number of teachers was 274, of whom 80 are colored. The whole number of pupils was 16,108, of whom 686 are white. The average attendance was 11,500. The sentiments of the whites in regard to the education of the freedmen is undergoing a rapid change. There are but few places where any opposition is now manifested, and vew many in which there is a readiness to cooperate with the Bureau in the establishment of schools.
