Mr. Blackard enlisted at Fort Smith'last Wednesday and from there was sent to Little Rock where he will remain a few days and then will g(o to Jefferson Barracks, St. Louis* Mo., for training.Mr. Blackard is a member of the legislature from this county, and served four years as county clerk. He is past the draft age but has been1 contemplating offering his services to hisvcountry, and did so, as soon as he could arrange his business af-fairs. :
