[Tel«graphfO Correspondence Daily Commercial-]FROM WEST VIRGINIA.A Skirmish in Western Virginia-One Ohio Soldier and Three Rebels Killed —What Wise is Swearing About.Cjlmp Phillippi, via Webster, )July 2. JOn Saturday two companies, Capt. Miller’s, Ohio fourteenth, and Capt. Donnelly’s, first Virginia, left Rowlesburg to protect the polls ot an election held in the vicinity in Tucker County, for Delegates to the House of Delegatee, to meet in Wheeling. They heard that eighty rebel cavalry were advancing upon them, and ambuscaded in Virginia form. The rebels discovered it before more than nine of their number had entered the trap, when a fire was opened. Private Smith, in Miller’s Company, had fired and was reloading when a rebel discharged a shot gun, the load entering Smith’s forehead, carrying off the top of his head. Capt. Miller instantly shot the rebel through the heart with his revolver. Two other cavalry atoned for Smith’s death, with their lives. The rebels then beat a retreat. Smith was one of the bravest and best men in the 14th Ohio.It is reported that Wise, with 4 regiments, would join the rebels at Laurel Hill to-day. Their force, including Georgians, Tennesseeans and North Carolinians, is estimated at from 10,000 to 15,000. Wise swears he’ll attack us on the 4th.We hope to march to-morrow at least. All quiet here. There has been no fight at Buckhannon. The rebel cavalry occupied it only long enough to carry off 15 wagon loads of provisions. P.
