For in the history of mankind the heritage of freedom has never been so critically threatened as it is now.Our forefathers sought to establish —and they did establish—“a more perfect Union.” Today, we have as great need of that union as ever they did. We have urgent need of complete union in our thinking, in our working, and in our determination that our freedom shall be preserved. Our forefathers sought to establish justice and insure domestic tranquility. They did just that, and we enjoy the fruits of their determination. They^sought to provide for the common defense and to promote the general welfare. At this crucial time we are called upon to provide for the common defense, and to defend the general welfare. Finally, these wise men of 150 years ago sought to secure the blessings of liberty to themselves and to their posterity. We are that posterity, and the liberty which we enjoy is the fruit of their sacrifice. How was this liberty won? How was it preserved, to be handed down to us? By words? No! By deeds! Yes, and by the shedding of patrioticblood!A few short weeks ago we made plans to gather here today to pay tangible tribute to your achievements in the vital work of preparing this nation to defend herself against a powerful aggressive force which already had imposed an autocratic intolerance and a ruthless slavery upon more than half of the civilized world.Yet today, at this very moment when we pause to signal your achievements, the imperious need for more and far greater achievements thundersthrough the land with an insistence which cannot and which will not be denied! This nation is at war. She has been dealt a deadly and treacherous blow. But out of that blow, overnight, has come something which those who planned the attack upon us little dreamed to see, and are ill prepared to meet! The mists of our national thinking have been swept away! Confusion has been dissolved into determination! We are no longer soldiers, sailors and civilians—we are Americans! Nowhere in our land is the voice of “appeasement” and “compromise” raised. Gone are our petty differences, our “isms” and our fears. Like a cleansing bolt of lightning theGod-given land.We will show the world that factories flying tlie Navy “E” can and will do a better job than those which fly♦he senseless swastika or the so-called Rising Sun.So to vou. Mr. Fahlman, as president of the Permold company. I fake great pleasure in awarding on behalfof the Secretary of the Navy of the United States of America, the highest service award that can be given—the Bureau of Ordnance flag and the highly coveted Navy E” pennant.
