As Usual.—While in Harrisburglast week, we noticed that some fifteen or twenty of the Camp. Grosman “Irish Brigade” were still in town, their regiment having left some days previous. They were under the earo of their Captain, who had them placed in the “ lock-up” over night for safe keeping. The men wore a little “ high,” and the Captain was drunk, but he was an officer, and was allowed to travel around l£ loose ” under the nose, of the Com-mander-in-Chief. It is no wonder that privates behave bad when their officers arc permitted to behave worse.
