Vietnam (AP) -Capt James Ray, who was killed in a clash across the Saigon River Saturday night, was regarded here as one of the fastest rising and most brilliantyoung American officers inSouth Vietnam.After graduating from WestPoint in 1959, Ray spent three years at Oxford University in England as a Rhodes Scholar.
