SenateProbePhoenix ProjectWASHINGTON (AP) - A U.S.-aided program under which South Vietnam seeks to capture, convert or kill leaders of the Viet Cong faced a critical Senate inquiry today in the opening round of new war policyhearings.The operation is called the Phoenix program, and Sen. J W. Fulbright, DArk., already has characterized? it as a system of assassination.The Senate Foreign Relations Committee, which Fulbright heads, will consider Phoenix as part of a more general inquiry into U.S. aid and advisory operations in Vietnam.Fulbright said the committee will hold hearing?^ in March onthe activities of U.S. miltary advisors, American economic aM to South Vietnam, and the operations of the U.S. Information Agency.But the initial focus is on pacification, and? Phoenix is part of that program. Fulbright has described U.S. officials as reluctant to say much about the project, and has agreed that testimony on some of its aspects will be taken in closed session.Nine U.S. officials involved with pacification and political programs in South Vietnam are to testify during, three days of public sessions. The fourth and final day of the inquiry is to be closed. .Th#^committee isht'twtfconsultants to Vietnam in December, and their report included an account of the Phoenixprogram, which they said showed a sharply increasing kill ratio.
