Petition ti President Wilson andCongress is Being Circulated11 To Woodrow Wilson, President, and the Congress of the United Staten,“We the undersigned citizens, electors and tax payers of the state of the State of Wyoming:, respectfullycall attention to the fact that our present army and navy are greatly insufficient in both number and equipment for the ordinary defense of this country. That the Philippines, Panama Canal, Hawaiian Islands require a large number of soldiers leaving only about twenty thousand for all defense purposes and to protect a seacoast of about 21,000 miles. That the militia system is defective and insufficient and at least six months would be required for their training, The navy is also undermanned and not properly equipped. Every vessel in commission should have a full complement of trained men, and also a reserve force, and this should be increased with every vessel added instead of putting vessels out of commission when a new one is constructed. The submarines should be increased and practicable types adopted. A munition plant, and a military training school should be established in the Rocky Mountain region.“ We, therefore ask, that immediate appropriation be made for an increased army and navy and same be equipped with adequate large **liliery as well as smaller arms. We ask simply adequate preparation for the defense of this country before it is too late to resist aggression and invasion/*The above petition is being circulated by Attorney Charles F.
