Roscoe C. Cartwright, a native of Kansas City and former Comptroller of the 7th U.Sr Army in Europe, died in the fiery crash, a most unfitting endfor a combat-seasoned soldier who had lived daily withCombat Commander Rememberedstopped in front of me and asked how our education classes were progressing. I informed him that twelve out of 100 men in the battery lacked a high school education and wanted to earn a G.E.D. degree to assist them in later civilian life. Also, I recall mentioning that we needed some additional texts and instructional materials. Vi'e talked for about five minutes until an aide reminded him that he had several firebases left toCol. The colonel was inspecting the position arid I was along to talk to the G.I.’s about educationalmatters.Upon learning that two brothers were stationed here together, the colonel wanted someone to write a story and send it along with a photograph to the soldiers' home newspaper.Two weeks later I wasn't surprised to see that the general dipped down into the ranks and found one Stan Grayson from Pittsburgh, who held a master's degree in English from Penn State. Grayson was appointed PIO(public information officer) for the men of the 108th Artillery Group. Like a big town reporter Grayson ferreted out the unusual stories of the men. The world was.then informed of. for example, the G.I. out at ConThien, who constructed a photographers darkroom underground and was developing everyone's pictures or about that misguided G.I. at C-l. just north of Cam Lo, who attempted to permanently clear out a nest of rats with gasoline and proceeded to burn down an entire barracks along with the personal belongings of his now ex-friends.Routinely, any time anPUBLIC NOTICESenlisted man got a medal the general dispatched Grayson to write and photograph the event for the soldier's folks back home.Yes, General Cartwright was not only a fine man, friend, soldier, but a true friend of the enlisted man. I don’t recall anyone suggesting he practiced favoritism, nor do I recall his ignoring grievances which might later prove explosive.If the serviceman felt his complaint was inadequately or poorly handled, the gener-al's door and ear were always open. In countless ether ways he earned the individual respect of the enlisted men, as did Gen. Omar Bradley and Gen. Joe Stil-well during the Second World War.I recall on one occasion that the Pentagon amended the Uniform Code of Military Justice ordering that soldiers lacing army discipline must be represented by counsel of choice.Col. Cartwright immediately implemented the program. Field commanders complained how that would be impossible under war conditions, and perhaps resented this weakening of their authority over their troops.But the colonel was adamant. Upon discovering that one of his G.I.’s was a graduate of Stanford Law School, Col. Cartwright brought into Group Headquarters and made him a legal clerk and counselor for all the enlistedp.
