Dickman, cotn- * manding the Southern Department, with headquarters at San An-- ' tonio, has officially declared that the Government of the United States- is too big to argue about or equivocate with in the matter of the pay-Z ment of $6,500 as a matter of ransom for the person- KEEPING °r Lieut- PauI H- Davis- captured by Mexican ban-- FAITH hits and rescued on th'e pledge that a fixed sum would- be paid by the officer commanding the rescue party.~ It occurs that thft officer saw no r'eason why faith with thieves shouldZ not be broken. Genera! Dickmon, as his superior officer and doubt-- less with the entire approval of the Secretary of War and of theZ- President himself, haft seen fit to tell the world that even with murderers and worse the word of America, officially given, must be kept.Every citizen of this country who knows aught of his Nation's traditions and who cares to sec his motherland make its pledges good will endorse with hearty accord the decision of the veteran military ' officer who kept faith as the head of-a considerable contingent of our forces in France and who never forgers that an official statement, made in the name of the United States, is one that must be adhered to though the heavens fall. Nor need one criricisc the junior officer ior the condition that made the decision of Gen. Dickman necessary in order to approve the course of the latter. Junior officers arc not generally supposed to know these fine points. General officers are. General Dickman did not forget the duty incumbent on him. His decision marks the beginning of a career as head of the most impor-tant subdivision of army work that should from the outset mark him at Washington as one, selection, of whom for the great place he holds, involved nothing but wise judgment on the part of those responsible ■ ;y; i0r the picking. Even though half a continent were the stake the official word of the foremost Nation on earth must be solemnly observed. The matter of the ransom named is piffling compared with the prin-* ciple involved.
