Subject—GROVER SMITH,Order No. 964, Local. Board For Fulton County, lindiana.* ■ • «• / •1—The charge of desertion standing against Grover C. Smith, Order No. 964, a registrant from the Local Board for Fulton County, Indiana, has beenset aside.•.2t—Draft records show that this man was ordered to report to the Adjutant General of the State of Indiana on July 15, 1918, and having failed to so report was certified as a deserter. The records of those who served in the World War show that one Grover C. Smith enlisted July 2, 1917, and was discharged August 8, 1919. From an investigation of the records it appears that Grover Smith, whose name has been published as a deserter, is identical with the Grover C. Smith who served in the Army during the World War.3—This man's name was published as an alleged draft deserter as a result of the final report of the draft officials showing him to he a deserter, and because of the fact that there is no record of his having notified the Local Board of the fact of his entry into the military service as was required by the draft regulations. The reason this man's service was not discovered m the check of the list of al-« •*leged draft deserters against thenames of the men who served in the4 'Army during the World War is that♦at the time of his registration under the Selective Service Act he gave as his address R. R. No. 7, Rochester, Indiana,and at the time of his enlist-ment, Argos, Indiana, together with the fact that his name is borne on draft records as Grover Smith and on the records of those who served in the Army during the World War as Grover C. Smith.4—All agencies to whom the list of alleged draft deserters for Local Board Fulton County, Indiana,, was sent are requested to remove his namo from such list and give this memorandum the same publicity as was given the original list.G.
