THE LETHBRIDGE DAILY HKIREASONS GIVEN FOR SURPLUS OF CANUCK OFFICERSLondon, Aug. 18.—There seems to bo still considerable heart-burning in Canada and In England concerning the ruturn to the Dominion of surplus officers In camps in the old country whose services cannot lie used overseas. The Cunadinn Associated Press has received the following statement on the matter: Canadian overseasmilitary forces have grown and conditions which existed at inception of Canada's army do not obtain today. Changes in policy had to bo made as rules l'or administering the smaller original force became inadequate when applied to the larger forco. Among these was the introduction of the principle that, senior officers (or the fighting force in Franco should be made by promotion from officers who had served there and Junior ofllcers should be made largely by promotion from the ranks of units there. Then again units were raised in Canada and sent over with n full complement of senior oillcors but owing to the demand for reinforcements and the impossibility or dispatching complete units to Franco, these or. arrival In England had to bo used to maintain the strength of formations already in France. The result of all this has been the creation of a surplus of senior onicei*s. Some have been required to fill various positions of importance.
