NEGKO PRISONERS.We learn that the negro soldiers of the lt;4th Massachusetts Regiment, captured at Charleston) have been turned over to the State authorities for trial under the laws of South Carolina, applicable to free persons of color. The same disposition will be made of the slaves who were stolen by the Yankees, and forced to bear arms.— The trial has been delayed on account of a vacancy in the office of Provst Marshal. Wlieu this shall be filled, as no doubt it soon will be, the legal and military questions will be tested, and the occasion furnished to Mr. Lincoln to carry out bis retaliation order. Then we shall see if thei black tfag is to govern the war. It is a painful alternative-.which will probably be forced upon the South by the Yankee invaders and robbers, who have already ignored the rules of civilised warfare. !
