Gen. Crowder, the Provost Marshal, issued to the Gov ernor of each State. General Crowder points out that the selective scrviie law does not provide for the exemption of persons from military servicejust because they are married or hav*dependents. It only authorized the President, in his discretion to exclude from the draft, those with astatus based on dependency which renders their exclusion advisable.Hut the President is to be the final arbiter of this matter, and if the local boards do not adopt a most uncompromising attitude toward those who make claims for discharge on theeruund of dependency, the Federal officials, who have ordered all such cases automatically appealed, will take the necessary measures to enable theGovernment to raise its national army »n accordance with the spirit and letter of the law.
