III., was appointed to the United States Naval academy at Annapolis from Iowa. • He was graduated as. a member of the. class .of 1920.• He was promoted to captain in 1942 ar.d recently had been named to the post at Cherbourg, first allied naval officer to become director of a captured port since the invasion of Europe started. He arrived in Cherbourg only a rew hours alter the port was captured.His duties included direction of movement of ah ships operating through Cherbourg in line with military operations on the European continent.He volunteered to command the submarine S-4 after she was raised from the sea bottom off Province-tewn. Mass.. and fitted out for safety experiments in 1928. The S-4 had been sunk in 1927 ir/a collusion.Among safety devices developed aboard the S-4 was the lung'1 whichhas made possible the escape ofmany crew men from sunken submarines.Captain Ives, who once was stationed. ai the Portsmouth navy yard, was awarded the navy cross in 1931 for his work on the S-4 and a citation said that during his period of command he participated in all experimental escape work with the lung at great personal risk.in addition .to his many years of work with submarines. Captain Ives also was an expert diver. At one time .he was in charge of a school in Washington established to train naval personnel as deep sea divers.He also had much experience with surface craft, serving on battleships and having command of a task group early this year.Among the missions in which he participated was the landing of American forces in North Africa. At | that time he corhmanded a subma-I rtne squadron and took part in the landings In French Morocco in November, 1942.Ai the time of his promotion to captain in 1942 he was chief of staff under Adm. F. a. Daubin, Prior to his assignment to the European war theater he did staff work in connection with submarine operations in the South Pacific.
