Colonel Lvoff, the director of the railway, is under arrest, and it is feared that it will go haid with Maxwell, the English engineer, who is in confinement, the Emperor having declared tbut those guilt) shall bo punished as for murder. A few days ago a melancholy accident occurred to General Bontemjs of the artillery, from the explosion of a case of powder, which he was examining after a hollow shot had been fired at it to make it explode without effect. He was lifting the lid of tho case, when it went off, and he was so dreadfully wounded, that he died a few hours after.
