Fougere, First Ward Republican chairman,today issued a statement supporting the Newbury bill providing for the partisan election of the Newport Council.The hill, sponsored by Rep. George A. Newbury, was signed Friday by Gov. Lidit. Voterswill get a chance to approve orreject Ihe proposed return to party politics in a referendum in the November election. IfHe said President Nison Is determined to keep defense spending up, despite critics whosay the money should be spentfor domestic purposes,He said the Soviet Union is building a darn good Navy/’ -They are building 15 nuclear submarines a year, while the United States is building five, lie said.Anyone forgetting the growing Soviet military force, he said, ismaking a very, very bad mistake.”Chafee warned against what he called neoisolation and warned against going down Ihe same path the country did before World War II.He quoted Cel. Japan attacked Pearl Harbor the nextyear.“It seems to me,” Chafee said, 'that the road to peace is In being strong, not In being weak.”“Certainly there is a need for international negotiation, andPresident Nixon knows that well, he said. He gave Nixon’s trip to China, his planned trip to Russia and the Parisnegotiations as examples.He said the Nixon Administration is doingeverything possible to work fora generation of peace, “Nixon realizes that we must put our money into armaments in order to remain strong, so we can have that generation of peace,” be said.Chafee called the survivors of Bataan and Corregidor “real heroes and said their organization has come a long way since 1M7 when it held its* first meeting in the Boston Boys’ Club.
