Ramon Franco and his three companions in their Dor-nier-Wahl “16” hydro airplane, which disappeared Saturday morning in the course of a trans-Atlantic flight adventure.Premier Primo de Rivera particularly was pessimistic, remarking that the “Jupiter,” as the plane sometimes was designated, could perhaps float for a few hours in a sea as calm as a mill pond.Unfortunately, he continued, it was believed a heavy sea was running, and, if the hydro-airplane fell, rather than alighted gently, it probably sank immediately. The minister of marine, who was present, agreed with this pessimistic view.Search Widened.Efforts to locate the missing pla which set out from Cartagena at 4:50 p. m. Friday, intending to stop at The Azores en route to New York were increased. Two huge seaplanes left the airdrome at Marchica, stopped for fueling at Punta Sebo, and then disappeared over the sea in the di tion of The Azores.Four destroyers left Ferrol in the direction of The Azores, intending to retrace the route of Maj. Franco, and the British government was asked the loan of an airplane carrier at Gibraltar to serve as a sea base for reconnoitering flights.A dispatch from Lisbon said an Italian army aviator, Commander Longo, would fly there today, immediately proceeding to The Azores in search of the Spanish aviators.25 Fliers Lost at Sea.The Portuguese gunboat Zaires was still searching today in the neighborhood of the Azores, where it generally was believed the fliers probably had come down, but its efforts had been unavailing when it last reported. Several other smaller craft were engaged in the search. If Major Ramon Franco and his three companions are lost, they bring to 25 the i umber of lives sacrificed in attempted Transatlantic flights during the past three years.Theirs would be the eighth plane to start out across the Atlantic, never to be seen again. In other Transatlantic flights, which failed, there were rescues at sea or the air-turned back in time.Boulder Canyon Dam Bill Is OperativeWashington, June 25 (AP).—President Hoover today signed a proclamation making operative the Boulder Canyon dam bill.Under the terms of the Boulder dam act, six months were alloted for negotiations between states in the Colorado river basin in an attempt to obtain a seven state compact. This time expired last week. No greement has been reached and the aw provides that a six state compact may be formed. Arizona has been the dissenting state, and, so far, has shown no sign of withdrawing its ppposition. The presidential proclamation places in full force all provisions of the act, and was necessary before steps could be initiated looking to a six state agreement.
