December 21,1992 7:30 p.m.The regular Village Board Meeting of the Village of Waunakee was called to order by President O'Malley at 7:30 p.m.Roll call: Gile, Hamre, Luttrell, Marx, Matiash, O'Malley, Holmes. Also present: Mike Lawton, John Zeier, A1 Geurts, Frank Bucaida, Marjorie Ziegler, Tom Ensign, Randy Meffert, Gary Hunt, Kim Lankford, Art Drake, Don Tierney, John Pomeranke, Pat O'Connor, Sil Maly, Troy M. Hellenbrand, Helen Hellenbrand, Mary Currie, Andy Currie, Robert Jensen, Mike Simon, Virginia Hagen, Torger Mickelson, Peg Acker-Farber, Mildred Tierney, Phil Simon, Connie Blau, John Ungrodt, Gerald Koster, Miles TUmer, Pete Simon, Don Schwartz, Susan Schwartz, Rex Endres, John Grede, Marianne Jensen.Motion by Marx, second by Holmes, to approve the minutes from December 7,1992. Moved 7-0.Motion by Marx, second by Luttrell t£ approve the bills as audited by the Finance Committee in the amount of $36,025.90. Moved 7-0.Motion by Hamre, second by Gile to approve the bills as audited by the Finance Committee in the amount of $2,694.58. Moved 7-0.Motion by Matiash, second by Luttrell to approve tax refunds to those who had sent to much in$ the Village. Moved 7-0.The Public Hearing on the request for a Certified Survey Map for Lot 146 4th Addition to Centennial Heights was opened at 7:35 p.mMotion by Marx, second by Matiash to approve the list of election inspectors as printed. Democrats: Eleanor Carberry, Rosalia Schmitz, Gertrude Ripp, Henrietta Wipperfurth, Shirley Miller, Ann Keegan, Catherine Kopp, Lucy Barman, Laurene Bach. Republicans: Catherine Herbrand, Charlene Hellenbrand, Mary Dittman, Margaret Gorsuch, Robert Lenz, Virginia Bremser, Astrid Faust, Kris Meicher, Robert Ohlsen, Shirley Nelson, Kathleen Spahn, Mary Bernards, Moved 7-0.Motion by Matiash, second by Hamre to approve the recommendation from the Village President to appoint Mark Colbert to the Personnel Committee. Moved 7-0.Motion by Hamre, second by Matiash to approve the Purchase of Services Agreement for Outreach Grant in the amount of $31,753 with Dane County. Moved 7-0.The administrator presented the Parks Committee's counter proposal to the School Districts last proposal for a land exchange. Matiash outlined the conditions that were still not agreed upon or the areas that the Village wanted considered. The School Board would have until 1/18/93 to respond to this final offer so that if agreement was reached, some work could begin in 1993.The Administrator explained that these were concepts that needed to be agreed upon and would make up the text of a contract to be voted upon at a later date.f Motion by Luttrell, second by Marx to agree to the 8 points on the Land exchange and forward this item to the School District for a response by the 18th of January. Moved 6-1. (Gile dissenting).The Administrator presented a chronological history of the Tierney Annexation issue dating back to December of 1991. The Administrator stressed the importance of a preannexation agreement before there was any agreement on the annexation petition. By agreeing to the annexation petition as stated, there would be no conditions on the silage pit, quarry, USA, reclamation, andTierney Road. These items could be spelled out and stating timeframes and dates for closure.Gile pointed out that the Board had approved earlier (one year), the concept and idea of the Tierney Annexation. He then handed out an article from the Capital Times stating such.Marx expressed his concerns that a pre-annexation agreement be signed and approved. No pre-annexation agreement would constitute no annexation.Frank Bucaida, Village Attorney, outlined the steps that had taken place with the pre-annexation agreement to date.Marx then handed out a letter summarizes his perspective that if a valid pre-annexation agreement could be reached, the Tierney Annexation could fit into the overall updated plan of the Village. He added though that future annexations should be controlled.Holmes questioned how Urban lt;Service Areas are and would be allocated. The Village Engineer (responded that it could be ]accomplished with re-allocation of (existing USA, or receiving new USA. (Both would be viable alternatives. ]Don Tierney stated that the pre sannexation agreement that was being \discussed was getting to the point of ;mutual agreement.
