* 89-90 budget of $8.2 million getsapproval from Gosnell School BoardBy DEB COOPER CN Staff WriterGOSNELL — Approval of the 1989-90 school district budget, an Arkla Energy Resources Inc. proposal and job hiring were agenda topics at the Gosnell School Board meeting Monday night.In a unanimous decision, board members approved a budget that includes total revenues of $8,219,464, about $2 million of which is “carryover” funds. Included in this amount is $564,686 in local revenues, the bulk of which comes from property taxes, excess commissions, land redemption, interest on investments, land rental and pupil activities.The Gosnell district is budgeted to receive $4,332,920 in state revenue funds, mostly from minimum foundation program aid, transportation aid and handicapped children aid.Federal revenue funds are expected to be about $1,120,000. Total local, county state and unrestricted federal funds is estimated to be $6,017,606. Nonrevenue earned through revolving loans is $155,180.The largest expenditure for the district is salary costs. A total of $3,802,310 is earmarked for classroom teacher and adminstrator salaries. Operating fund expenditures will total $2,542,449.Approximately $6,377,464 is estimated for total salary, operating and debt service funds expenditures for the district during the 1989-90 school year. The district will incur approximately $187,082 in federal programs current expenses during the year.In 1989, Gosnell school district real estate was estimated at $12,483,690. Personal property was valued at $2,443,539 and utilities and carriers were assessed at $4,889 ,753. Total assessment for the district was $19,816,982.Arkia issue resolvedAn issue unresolved at the last board meeting was completed at Monday’s meeting. Previously, Arkansas Louisiana Gas Company had asked to board to lease more school district property near an existing easement.Following much discussion, the board voted to lease a 50x50-foot tract of school property to Arkla for $100 a year for 20 years, with option for renewal.In other action, the board gave the superintendent authorization to apply for federal funds underPublic Law 874 and also approved the superintendent to be ex-officio financial secretary for the coming school year.The board also adopted an employee benefit plan that includes major medical, dental, supplemental life and business trip insurance. According to Dr. Lynn Cox, superintendent, the action was required by a new law designed to ensure all eligible employees receive the same benefits.“We already do this, but we are required to adopt a plan that sets forth what the fringe benefits our employees get. All we are doing is putting into writing what we already offer, ’ ’ said Cox.Staff vacancies filled Cox also made seven recom-By STEVE McHENRY CN Staff WriterBLYTHEVILLE - During a brief special session of the Blytheville School Board Monday evening, board members approved raises for school personnel for the 1989-90 school year.Teachers with no experience and a bachelor’s degree will find their salary has been increased by 2.28 percent, while teachers with from one to 10 years experience have been granted a 3.65 percent pay raise.Those with 11-20 years experience will receive a 3.68 percent raise.In comparison, a teacher with no experience and a bachelor’s degree will receive an additional $400 in pay. The new base salary will be $17,932, up from $17,532 last year.In the other direction, a teacher with 20 years experience, a master’s degree, plus 30 hours additional schooling, will receive a raise of $563. The new salary will be $25,248, up from $24,685 last year.Teachers with more than 20 years experience will receive a raise of $586.The board also approved an insurance bid of $19,160.96 from the General Insurance Company to insure all school vehicles.The bid was $5,120.04 less than a bid submitted by FBT Insurance.mendations for filling vacancies and making reassignments of personnel for the new school year. Max Briley will teach high school social studies classes and Terry Hamilton will teach junior high school social studies classes.William Tomlinson, school board president, did not vote on the insurance bid, saying, “I have a very small interest in one of the companies involved. ’ ’Following a brief executive session, the board also voted to hire Loni-Jean Harvell as an assistant to the principal at Fairview School.Harvell will do part-time psychological testing at the school.Purse is stolen at local cleaners; youth, 14, caughtBLYTHEVILLE -- A purse was taken from the 1 Hour Martinizing at the Plaza Shopping Center on July 31.Blytheville Police Capt. Ralph Hill said a 14-year-old juvenile was taken into custody in connection with the incident and charged with theft, battery (second degree) and attempted escape.The juvenile was arrested at the scene for the theft and transported to the police station, where he struck an officer and attempted to escape.
