Topp, Chairman of the Hamilton County Executive Committee. It was noticeable that all the country delegates were seated, promptly when the body was called to order, but at least one hundred of the city delegates were tardy, filing in one by one and in groups during Chairman Warrington’s opening address.Chairman Todp. in calling the Convent#n to order, notified all that smoking in the hall would not be allowed, it being one of the imperative rules of the Music Hall Association. This rule, be It said to the credit of the delegates and visitors, was closely observed throughout the day. Mr. Topp made no speech, but presented Hon. John W. Warrington as the temporary Chairman. Mr. Warrington was received with cheers, and during the delivery of his speech,which was frequently interrupted with applause, he was accorded the closest attention. Air.
