.v tamsier, iwrs. rnimps.m * mMAJOR DO BN BY A BRJLLIANTSPEAKERMajor Dobney, a very brilliant speaker along the line of women's rescue work, was the chief speaker at a meeting of the Local Council of Women held Monday afternoon which was opened by the president, Mrs. Donald McEwen. Major Dobney •has just come from Winnipeg, where she recently opened a Receiving Home tor women and girls, in connection with the Salvation Army, and having experience in rescue work in Europe. Argentine and the West Indies was well versed in her subject and held the undivided attention of her audience Miss Whiteside, lady principal of Clark Hall, Mrs. W. E. Matthews, Mrs. Bigelow, Mrs. Mac* Neill, Rev. W. E. Matthews, Magistrate Fraser and Mayor Cater all spoke of local conditions along the same line. The advisability of appearing before the City Council, in connection with the appointing of a policewoman, was discussed at great length and Mrs. Frank Smith was appointed convenor of a committee, which consulted with Major Dobney at the close of the meeting
