Three men were seen to enter the substation inclosure and leave hurriedly a few moments before the two dy-' namite blasts occurred.The bolts which locked the gate apparently were cut with bolt cutters and the pieces are sought as a possible clew. It is believed by authorities that the bolts were picked UP by persons in the large crowd of spectators which formed to witness a fire which followed the explosions.cam
