Bell, identified by police as one of the gunmen, was wounded and confined in protective custody at Cook County Hospital, He was known to have a background with the Black Pantliers and had Panther literature in his pocket when arrested, Deputy Police Chief James D. Riordan said.Police said both Winters and Bell wore black berets and the area of the shootout was known as a Black Panther hangout.Mayor Richard J. Daley said criticism of the police department in the news media was partly responsible for violence against policemen. He said 78 policemen have been shot in Chicago this year.The mayor, asked about racial implications of the shooting, said assigning black policemen to black nei^borhoods and white policemen to white areas would be the opposite ofgoals set by the city ‘‘to integrate our population.”All the injured policemen are white.
