Brainard is trying to locate a bandof opium smugglers who are going to “work that night. Kennedy finds a keeper of a joint and they track him to a dingy apartment, where they find and overcome three Chinamen receiving messages viacarrier pigeons from a sloop that lies out in the bay. Locating her, they go out in a revenue cutter to apprehend the smugglers.Now Elaine's guard overpowers her and brings her out to the stoop, where Wu Fang is waiting. She is to be sold in Shanghai. The opium is unloaded and Kennedy and Brainard capture the contraband and the men handling it. Elaine, aboard the ship, reaches Kennedy by wireless telephone and flashes a lantern from a porthole telling her whereabouts. She eludes her guard and climbs a rope ladder to the topmast, the guard following.She dives from here into the sea, pursued by the Oriental, who overtakes her and is about to kill her when he is killed by a shot from the cutter. Elaine is rescued and the smuggler ship is captured. There is a lot of strong, tense action in the episode, which runs smoothly.
