,CAMPING OUT?—-The Nickel Plate and Pennsylvania railroads were, in the judgment of the Public service Commission, a little slow getting flasher signals in operation on their crossing on Center road town of Sheridan as ordered. So the PSC ordered 24-hour watchman service at the crossings starting May 1. Caught unprepared the railroads at the time this picture was taken had not provided shanties for the watchmen. A tent was used temporarily. A similar set-up is used at both railroad crossings. The watchman is Louis Killian of Dunkirk.
