Be it ordained by the city council of the city of Anaconda:Ordinance \o. 20,1.Whereas, Darin* the years 1*97 and 1898, in the city of Anaconda, Mrs. Phoebe A. Hearst erected and equipped to the memory of her husband, a literary. known as tn« (George Hears! free library, costing: thousands of dollars and has ever since maintained the same, free of cost to the citizens ofAtiaconda, which has proven both beneficial and instructive; and,\\ hereas, On the 1st day of December190.5, the Hon. Hearst, presented to the nut* »»• and city count il of this city, an offer in writing. to present saitl tJeorge Hearst free library, together with all the books and other equipments, for and in considerationthat the said library MiaII be maintained as a free public library for tin* us** and benefit of the citizens of salt* city; now, therefore.Section 1. The said city herebv accepts the offer of Mrs/ Phoebe A.Hearst upon the terms and conditions upon which it is made, and agrees to receive said library mentioned in saidcommunication and to establish andmaintain a free public library, to be known as “The Hearst Free Public Library,” and to defray the current expenses of the same, including the salary of librarian, who shall be selected and appointed by the trustees of the library, and the government and man-ugement of said library to be according to the rules and regulations as rnay b'*hereatfer enacted or approved by thecity lt;ouncil.Section 2. Said library shall be man* aged by a hoard of five (5) trustee, who shall be appointed, with th** ad. ire and consent of the council, by the mayor. and who shall hold their office for a term of two years, and until theirsuccessors are appointed and qualified, and any vacancy occurringiti Idby death, the i ity,appoint -board of trustees at any timeresignation or removal fromsh;*ll be filled by the mayor ing, with the advice and consent of th*city council, some suitable person to fill jthe unexpired term. ISection 3. It shall he the duty of the said board of trustees, and they shall 'have full power to take charge, of the i city’s free public* library and the prop- | erty belonging to the same, and to eaiv , for and manage the same under such rules and regulations as they shall adopt, subject, however, tp the general supervision and control of the city council. They shall keep a regular system of accounts and shall make an annual report to the city council at it* last regular meeting in the month ofApril in each year, of all the receipts and disbursements of the money received by them. The hoard of trustees is hereby prohibited from contracting any temporary or permanent indebtedness in excess of the appropriation made by the city for the purpose of the support of said library. The polling and voting places of the various wards will he held in the different wards, as follows, to-wit:First ward, at bottling w'orks, on Walnut street.Second ward, at Petritz building, corner Commercial avenue and Hickory st reef.Third ward, at 206* i East Park avenue.Fourth ward, at the city hall.,Fifth ward, at 622 East Third street.Sixth ward, at Armory hall, East Park street.G. The board of trustees shall, on entering upon the duties of their offices, elect such officers as they may deem necessary, and said hoard shall keep from time to time a full and complete record of all thAir proceedings, which said record shall be at all times open to an inspection of the city council or any committee appointed by said city council for that purpose.Section 5. It shall be the duty of the mayor to appoint a standing committee, composed of three members of said council, to he designated and known as committee on library, to whom shall be referred all matters brought before the city council pertaining to the interest of the library.Section 6. It shall be the duty of the city council to levy upon all the taxable property within the city of Anaconda, a tax of one (1) mill on the do. lar In each year, and cause the same when collected to he paid into the city treasury. The city treasurer shall preserve the tax so collected in a fund by itself, to be known as the “library fund.” and the same shall only be expended for the purchase of books.Notice of Assessment.Office of the Black Diamond Coal Mining Company, Anaconda, Montana. Notice is hereby given that at a meeting of th^ directors, held on the 16th day of March, 1904, an assessment of one-half (Vs) oent per share was levied upon the capital stock of the corporation, payable on or before the 18th day of April, 1904. to the treasurer, at No. Ill East Commercial avenue, in the city of Anaconda. Montana. Any stock upon which the assessment shgllremain unpaid on the 18th day of April. 1904, will be delinquent and adverted for sale at public auction and will be sold on the 20th day of May, 1904. to pay the delinquent assessment, together with the costs of advertising and expenses of sale.I.
