Detective Foster first joined the police service in Issi w hen he became a member of the Wm nipeg police force. In l$82 he entered tit© Provincial service and has served under every Attorney-General s’nee that time. He is the oldest Provincial constable still on duty and his roc rd is an admirable one in overy*wuy. lie has never been reprimanded by I e* head of his department since he *ookaover his duties as a constableBeginning with his participation in the boundary disputes of 1882 between e i Ontario and Manitoba, Foster's recordhas been an active one. He has ttctch in five murder cases in which ther.* were convictions and he has been a prominent figure in tbe handling thousands of cases since he first entered the service. One of his more recent cases was the solving oi the Grummett murder at Oak River in which he and Constable Rosa of Vlrth i acted.
