It took the aldermen present about two hours to go over the mb* stitute ordinance and pass it sec tion by flection* There seemed but little difference of opinion us to the merits of the original ordinance1 and the substitute. There was some talk during a recess as to some points, but it was believed to he best to let it go through as it was rather than to attempt any further amendments.
