Stratton to call a special session of the legislature to consider mental health problems.Stratton promptly refused.The resolution was brought in by 18 minority Democrats. Some Republicans joined with the Democrats in a key 97-66 vote to consider the resolution immediately.A voice vote adopted the resolution.Rep. William Clark (D-Chicago) chief sponsor of the resolution, said a special session should be called to consider ‘'inadequate housing and inadequate staffing’1 in the state’s mental hospitals.Rep.
