Allan Shivers andi 18-vote Mississippi group headed by J. P. Coleman.The Shivers and Coleman delegations —• bitterly anti-Truman— have refused to pledge in advance support of the party's presidential nominee lest he back the Truman civil rights program.The temporary seating of the Shivers-C-oleman forces was ordered by the National Committee on a voice vote. It gave a smashing first round victory to rebellious Southerners fighting a coalition of Northern party supporters of President Truman’s Fair Deal.”Leaders of the pro - administration group have made it plain they will carry their fight to the floor if they lose again in the convention Credentials Committee to which the national group referred the contest.The National Committee adopted a motion by Jacob M. William Benton of Connecticut moved Saturday to wrest from Southern senators the filibuster weapon they have used to kill federal civil rights bills.He demanded that Democratic platform drafters call upon the Senate to revise its rules so a filibuster can be ended.Assailing the .Republicans, he said in a statement distributed in advance to newsmen:“In their civil rights plank of two weeks ago. the Republicans pay the same old lip service to the ideals of equality under law but conspicuously ignore the cancer of the filibuster imbedded with their aid in the Wherry Rule.” Under this Senate rule, named for the late Sen. Wherry of Nebraska. it takes a vote of 64 of the 96 senators to end “a talkathon.” Benton proposed a JJenate rule which makes it possible to put an end to a filibuster by a simple majority vote of those present and voting after 15 days of debate, and by two-thirds maioritv vote of these present and voting after four days of debate.”Turning to another subject.
