Legislative Summary.Senate, Friday, Jan. 23.—A joint resolution proposing amendments to the Constitution empowering the Legislature to pass laws to more effectually guard against fraudulent voting, was passed—yens 35, nays 2. Upon a bill requiring railroads to keep a suftlciont supply of rolling stock on hand to do tho freighting business of the country, a debate ensued in which Messrs. Shields, Murray, Browno of 'Randolph, Clay-pool ami PJouk took part. No action was had on the measure. The usual number of resolutions wore offered. Olio by Mr. Murray, to inquire into the expediency of refunding all money collected from conscientious exempts, was, after a brief discussion voted down. A groat number of bills were introduced. An election was held for Sinking Fund Commissioners and Stato Directors for the Bank of tho State, resulting in tho soloction, on the part of the Senate, of Samuel P. Mooney and Dillard Ricketts os Commissioners for four years, and of Parmenter M. Parks as Commissioner for two years, and of Ransom W. Aiken and Addison L. Roacho as Bank Directors.In the afternoon tho propositions looking to the abolition of Common Pleas Courts and reforming tho judicial system, were referred to a committee with sundry instructions. Tho House concurrent- resolutions relative to the increase of the pay of soldiers and tho reduction of ofllcers’ pay, was taken up and referred to n select committee. A bill amending the act authorizing voluntary associations was passed. Tho House election of Andrew Humphreys and Samuel C. Wilson as Bank Directors was concurred in.House.—Among the joint resolutions read the first time was one from Mr. Richardson, denouncing the admission of Members of Congress from Districts un-; der military control. Mr. Andorson offered a joint resolution for the increase of the pay of private soldiers to $20 per month. Mr. Cason offered a resolution endorsing the expulsion of Jesse D. Bright from' the U. 8. Senate. The House proceeded to theelec-j tion of Commissioners of the Sinking Fund and two’ Directors of the Bank of the Stato. Messrs. 8. P. Moonoy of Jackson, Dillard Ricketts of Clark, andj Parmenter M. Parks of Morgan wore elected Commissioners of the Sinking Fund on the part of the House. S. C. Wilson of Montgomery and Andrew Humphreys of Greene were elected Directors of tho Bank of the State on the part of the Houbo.Afternoon.—A bill to divide the State into five dis*«.**•* *tricts for the election of five Supreme Judges passed its first reading. The Spnate resolution thanking Gov. Morton, for his solicitude and care of Indiana sick and wounded soldiers was taken up. After opposition to It by two members, who were unwilling to vote for the resolution as it was, the resolution wav referred to a select committee of ftye. The election by the Senate of A.
