Vermilion council OKs new at-large memberBy JIM MUELLERVERMILION' — A swearing in ceremony highlighted the regular meeting of city council in Vermilion last night.Dean Rapprieh. 59. assumed the position as city council member-at-large, replacing David Giese who resigned for personal reasons the first of this month.RAPPRICH WAS plant manager and senior engineer for the Brush Wellman Co. of Elmore. Ohio, before retiring after 28 years and opening his own marine consulting firm — Marine Survevor. Inc.The lifelong Ohio resident has lived in Vermilion since 1946 and resides with his wife. Mary, at 5425 Portage Drive.IN OTHER action, council:— HEARD a request from the park board asking a 1-mill levy be placed on the ballot for voter approval. Law director Larry Schell informed council a .5-mill levy is all that can legally be brought to the voters for this purpose.Council president Jim Odom estimates a .5-mill levy will bring in approximately 523.000 and says council will obtain a legal opinion as to whether the funds must he asked for in one lump sum for the parks board, or if the request can be in three parts — one part for maintenance, one for capital improvement. and one for recreation.— HEARD a letter from Radio Station WZLE in Lorain offering its services during any emergency. The station states although its normal hours of operation are from 5:30 a.m. until midnight, it would remain on the air all night in an emergency situation.— HEARD Mayor Arthur Crow announce the city will begin a monthly billing system for water, sewage and sanitation services. Meiers will be read in March and residents will receive billings for the same amount of money in March. April and May. In June the meters will again be read to set the rates for the following three months.— HEARD Mayor Crow announce the city has been and continues to request and accept offers from residents willing to take in others who might be displaced from their homes during a flood.— APPROVED an ordinance raising by 10 per cent the pay of 80-85 city employes who. at the city's request, voluntarily went without a pay increase last year. The raise is retroactive to Jan. 1.1977.— PASSED a resolution requesting Erie County to advance S50.00Q in money collected from real estate taxes.— VOTED to send a letter of appreciation to those who applied for the city council seat filled by councilman Rapprieh. thanking the applicants for their interest in city affairs.
