Baldwin studying new city limitsBALDWIN ~ The Baldwin City Council, concerned about development in areas surrounding its city limits, has begun studying the possibility of extending its boundaries °.ne. m^e beyond the existing limits, a city council membersaid Monday.Mary Louise Hancuff, a council member, recommended that the city consider hiring professional help, possibly from Kansas University, to study ways to extend its control over development adjacent to the town. These areas are presently under the jurisdiction of the Douglas County Commission.Mrs. Hancuff emphasized that the study is only in the preliminary stages.“A number of folks here are concerned about having things develop in the adjacentareas of the city that could beundesirable/’ she explained. “We want to extend„ control over these areas, but to do this we would have to extend the city boundaries and smooth them out.”At a meeting with representatives from Douglas County, Baldwin, Lecompton and Eudora over a year ago, a consensus was reached with the county commission over how to handle development in three-mile zones surrounding the area towns. The county then adopted a policy calling for a joint meeting of the Lawrence-Douglas County Planning Commission with the town’s planning commission whenever a zoning or subdivision issue arises in those surrounding zones.Under the policy, both planning commissions issue recommendations to the county commission, but the county commissioners retain ultimate authority over development in those areas.However, some officials in Baldwin and Eudora recently have expressed reservations about the new policy, saying they fear the county commission may not listen to the recommendations of their planning commissions.On another matter, Mrs. Hancuff suggested that the council also consider requesting assistance from KU in conducting a growth and development study for Baldwin and for evaluating the town’s sewer system.She explained that a citizens committee, the Baldwin City Development Co., currently is conducting a development study on its own to find ways of improving the business climate in town.The City Council also voted Monday to appoint Larry Francq as the new fire chief.Tongie sets school calendarThe Tonganoxie school board Monday adopted a calendar for the 1980-81 school year and approved a handbook for Tonganoxie High School at its regular monthly meeting.The board klso accepted thecontracts for joining either the Leavenworth County Special Education Cooperative o'r the Easton Central Special Education Cooperative.
