Expert Plays' By TelegraphNew York Times ServiceNEW YORK-Bobby Fischer,the 22-year-old American chess grandmaster, announced yesterday that he would participate by telegraph In the Capablanca Memorial Tournament in Havana.Fischer was refused a visa by the State Department to go to Cuba for the match, which begins Wednesday. Subsequently, Cuban Premier Fidel Castro was reported to have said that the State Department’s action was a “propagandists victory” for his country. _
