Peaks Island Vacation Center Bill PassedAUGUSTA (AP) — Portland representatives moved to a point just short of final passage today a bill to help Peaks Island with what it calls “a program of Downeast Diplomacy.”After brief debate, the House rejected 103-17 a motion to kill the bill and then passed it to be engrossed. It would provide $5,000 to help the island development group in its efforts to raise $5 million, eventually, for a conference and vacation center for foreign diplomats and journalists.Rep. Joseph J. Healy, D-Port-land, told the House that for several years, island residents have been entertaining foreign press representatives on vacation. # A“The enrichment of international relations on the part of both guests and hosts has made the prograni increasingly popular,” he said.He added that this will helpstimulate tourism and in this case “bread cast on the waters will come back to you indough.”Rep. Catherine H. Carswell,D-Portland, said the island group, “composed of residents who believe there is a future in our islands and have done something about it,” have raised $50,000 and acquired 100 acresof land on the ocean side of Peaks,
