SANDUSKY POLICE HONORED: Donald E. Fluggahas been named the 1990 Officer of the Year by Sanduskypolice.Flugga, an 11-year veteran of the department, was nominated for the award by his fellow officers after he placed among the top percentile in the performanceevaluation system.Other officers receiving awards for placing high in performance ratings include Phillip J. Frost, a three-year veteran, Richard K. Braun, a one-and-a-half year veteran, and third-time honoree Helen A. Prosowski, a five-year veteran of the department.All four officers are members of the patrol division.
