And you wouldn’t expect the Republicans to investigatetheir own party, would you? It’s all a whitewash.‘This means in effect, they (prison officials and guards) justhave a free license to be cruel, to kill and to get away with it. Ithas all worked on my mind for a long time, and it feels real, realgood to tell the truth, to open up for a change.You see, these maniacs have always had free license to do anything they want. Oh, it’s a public institution, but as always, it is run bv a very select few who often don’t even know what eachother are doing.But they are covered. They are behind walls. The public can’t get in, and the inmates can’t get information out. And when they do, sometimes, people scoff at them and say it isn’ttrue.I’ll tell you this. You take any exaggerated story from any inmate who does get his story out, and multiply it by two, and it may just come close to the truth.’’One of the serious problems now, says Camp, is the uptight area, C and D block. This is unbelievably bad. It reminds me of the mental institution of three and four hundred years ago. I can’t get in there, no one can get in there. It’s a closed area.But the reports drift out, and I’ve heard them so many times they have to be true. In fact, I have heard that none of the some 200 men in C and D block are allowed to talk at all. I heard that before but I couldn't confirm it.Then one night I attended a meeting of the Central OhioCorrection’s association and I heard Warden Cardwell confirm to that group when asked the question that the men in there were not allowed to talk.What are they hoping to create? What are they thinking? Are they deliberately trying to drive these men crazy? I have heard of solitary confinement, but, my God, six months without talking to anyone, six months without proper exercise, or good food?And they have an arsenal in there,. Machine guns and all. Constant harassment, constant degradation, it’s something out of a science fiction or a horror book. They have strip cells which are illegal. It’s not us. It’s not America. It’s not Ohio-or is it?I would admit that even though Warden Cardwell is at the reins, Deputy Warden N. F. McGibeney actually runs the prison.And in actuality, he is a good deal of the cau*e of the trouble in my opinion. McGibeney has been there, oh, I guess about 20 years. And under present conditions, he has gonepower crazy. Believe me, the warden doesn’t even know much about what is going on internally. But even if he did, he wouldn’t take much of a stand.“Cardw'ell comes out each morning with his hands in his pocket, his gun in his holster. Now, I’ve never seen any of the wardens carry a rod except Cardwell. It’s always been taboo to have gun inside.But there are a lot of weapons in there now. Evenare a 101 oi weapons McGibeney, who never sported a rod under the other wardens, is carrying one now, I am told.You see, the thing is, it’s a dichotomy--custody and treatment. But it seems like the custody people are doing most of the treatment, with a mis' in front of it, if you know what Imean.“Now these men are in there, in a cell, isolated from the world to the extent that often they can’t tell day from night.“And there is absolutely no humane reason or excuse for mistreating them. The guards use that chemical mace indiscriminantly, they constantly harass, and I have seen a lot of bruises where men have been beatenAnd one thing which sticks out in my mind, and that has been a sore point with me over the years. They handcuff the men behind their backs when they take them anywhere-to the barbershop, to the hospital, to a visit. These men are behind/*\ nbars, and there are two hacks on each side of them, and here the poor prisoner is, unarmed, defenseless and why, I ask, why must he be handcuffed. It’s just one thing, a show of force.Camp got up. put another log on athe fire in his small country home wmst of Columbus, and said, “Now Koblentz (Maury Koblentz, State Corrections’ chief) issued a statement saying that the men in the penitentiary were just scum of the earth. Well, I don’t buy that at all. There’s one whale of a lot of men down there that 1 woidd rather come visiting in my home than him.“I don’t care in the least what they say about me speaking up like this. Oh, they will be angry, sure, but they are used to people who are inside keeping their mouths shut. For 10 years I have done that. It’s just about time I had the guts to face myself and the truth and to fight for these defenseless men that the State of Ohio was trying to kill off. Sometimes in a subtle way, sometimes with bullets.“You see, I believe in justice, mercy and humility and I won’t ever change my mind.“The State of Ohio has never really decided what a penitentiary is for. Is it to detain people? Is it to rehabilitate people? Is it to punish people? There’s no doubt in my mind Ohio thinks it is only to punish. The prison officials are self-appointed punishers-and that is the bad part.“I object strongly to this matter of labeling people and calling a man a convict. When you label something, you live at your 1* concept, right there and then your thinking stops.“These men after all are human beings. Even the hard-core individuals who are deliberately anti-social, that make up four or five per cent of the whole prison population, they, too, are human beings.“YTvnow, I sometimes think the officials are expecting and anticipating and hoping for more rioting. And I question what good the tests really do. The men never actually know the results, and I doubt if the tests are really put to good use in classifying positioning or housing the inmates.A man is classified and it is quite like a joke.“There are six men on the psychological staff now, sixmen for 2,300 inmates.But then, it’s all according to what you want to do. Now, if you are just going to test them, six men is enough.
