State Park Development Urged In Upper Mississippi Valleytoth(Id*IWashington, (m—An adverse report on the establishment of an upper Mississippi national park was made to congress yesterday by the interior department.Secretary Wilbur recommended, however, establishing a national monument in this general vicinity to preserve some of the outstanding prehistoric mounds built by the Indians and used by them as burial places.The original project would have included parts of four Iowa counties; Joe Davies county, in Illinois; eight in Wisconsin, and six in Minnesota, stretching 220 miles along the river in a strip one to three miles wide and including 640,000 acres of water, cliff and land and wooded islands.Comparing this natural scene to the Hudson river palisades of New York and New Jersey, Horace M. Albnght, director of national parks, recommended a similar state park plan of development. He said private ownership of virtually all the lands included would prove an insurmountable bar to national park organization.Further, he said, the $124,000,000 upper Mississippi nine-foot channel project was certain to make marked changes in the Datural surroundings and commercial developments.Presence of cities in the territory —Dubuque, Iowa: Prairie Du Chien and La Crosse, Wis., and Wabash, Minn.,—would further complicate organization, he said, and the biological survey wild life project of 100,000 acres would divide administrative authority in Washington.Of the Indian mounds he said: It is important that some representative examples be preserved, since they are of great archaeological interest to present and future generations. It has been asserted that no better mounds are found in Iowra than those that are near McGregor. ...In Wisconsin there are similar mounds, some of which are a feature of interest in the Nelson Dewey state park. ...
