Oanuon last September, is reduced to the ranks, it was stated by a member of the police board.The minutes of the meeting do not state what disposition was made of Capt. MilheiBer’s case. Commissioner Hartley stated that no action was taken in his case but he presumed he would remain on the force.Messrs. Edward H. Hartley, Republican, and George E. Steinhauer, Demo crat, voted in the affirmative on each proposition presented, and Edward Mc-Cnlloch, Republican, voted in the negative.When the board convened Mr Hartley was elected president of the board and Sergeant Jacob Feat was elected secretary. a position he has acceptably filled for several years.The action of Mr. Hartley in voting with Mr. Steinhaner, the Democratic member of tbe board, instead of with Mr. McCnlloch his Republican colleague, is already creatiug muoh comment and it is of the adverse sort There are evenirtf manors of open treachery charged against Mr Hartley in voting in the interests of the Democrats instead of the Republicans.Mr. Hartley, it is said, was appointed on the endorsement of Supreme Court Judge Alexander Dowling, of this city, and bis action in voting with Mr. Stein hauer is being severely criticized, as it. was presumed he would vote with the Republican commissioner. Edward McOnlloch, Edward H. Hartley and George E Steinhauer, emerged from the room and Sergeant Jacob Fess, secretary of the board, who had been in waiting for the meeting to be called, was notified that no meeting would be held.A large crowd of friends of the officers and members of the force were assembled about the police station to learn the fat© of those in whom they were inter-I ested.(
