Under the law, he was neither a feeble-minded person nor insane but had a mental disorder which caused bis trouble. Judge Edward F. Bareis is presiding.Dr. Groves B. Smith said that after six months of treatment, Kig-gms began Id show improvement and for the past several months was keeper of a gate which was one of the rflost important, duties of prisoners. Dr. Smith said Higgins has superior intelligence and should be discharged. There is an indictment pending against Higgins in which he is charged with the crime against nature. He will enter a plea of guilty to that charge and be paroled under plans of State’s Attornev C. W.
