CELL WELDING—Glen Ulmer, of the National Jail Company, San Antonio, Tex., put the finishing touches on one of the new cells in the new Franklin County jail facility this morning. The cells are about finished and over-all work on the building is reportedby a spokesman for Building Systems Inc., Topeka, as roughly 80 per cent completed. Bricklayers have started putting the brick on the outside of the building. Building Systems Inc., is the company working on the building structure.
