Candidate faces theft charge in ManchesterMANCHESTER. N.H. (AP) — Alderman Robert Sowa is scheduled to appear in Manchester District Court today to answer a charge of theft by deception, a felony, police said. He was arrestedThursday night.Sowa, 31, also is a Democratic candidate for the state Executive Council.In addition to the theft charge, Sowa was accused of making a false report to law enforcement officers, a misdemeanor.. Arrested with Sowa was Daniel R. Duhaime, 25, of Manchester. Duhaime wascharged with conspiracy tocommit theft by deception. Manchester police said thearrests were in connection withthe report of an alleged cartheft. Police said tne car reported missing never was stolen.
