Drew Bowers, lawyer for Herbert (Dutch) Akers, former Hoi Springs chief of detectives, and Cecil Brock, former police lieutenant, charged during nn impassioned 50-minute plea that the government was trying “to harass tiie oily administration of Hot Springs by prosecuting ordinary policemen of the town/’Final arguments in the 10-day-old trial began at 1:30 p. m. after the dc-fenso had taken the court by surpriseby resting its case after introducing only three witnesses.•The case Is expected to go to the jury about noon Saturday after final picas by Grover T. Owens, lawyer for Joe Wnkelin, former Hot Springs chief of detectives, and United Stales Attorney Fred Isgrig. Mr. Owens has been allotted an hour while Mr. Isgrig is down for an hour and 45 minutes.
